Basically, allegedly, Charlie has/had paedophilic attractions and deviance/abuse history. He and Heather were friends from Spin City (started 1996), they partied and cheated together, and "shared a love of talking about age inappropriate sex and roleplayed it and even watched child porn together", which they carried on for years. They wanted to actually abuse a child together, and did, Heather's daughter. The affair and abuse ended about 6 months after the show stopped (off air 2002). Charlie and Denise got together in 2002, would do some fantasy fulfilment in (assuming child like) role play but she would never allow it to go beyond fantasy (include a child). Some time later, Heather and Charlie wound up back together in a drug-fuelled haze and abused the child again. The child told their dad, Sambora, who splits with Heather, takes the child and tells Denise about the abuse. Denise divorces Charlie in 2006, in her complaint she mentioned Charlie's possession of 'disturbing' pornography, including a history of accessing sites that looked to Denise as having underage boys and girls. Richie Sambora and Denise Richards were together from the wake of each other their divorces, between 2006-2007. If this is true then I don't think hooking up with Sambora is really the betrayal of the story to focus on.

It is also rumoured child abuse is why Denise took in Charlie and Brooke Mueller's twins, after Brooke was denied custody for drug possession and also very heavily speculated/accused Charlie raped Corey Haim on the set of Lucas, when they were 18 and 13 respectively.
